PCOO Assistant Secretary Mon Cualoping on Tuesday, June 23, 2020, posted on his Facebook personal account to clarify some things so as to dismiss disinformation that as per him other 'pa-wokes' are using to mislead the Filipino people.

In this lengthy post, Cualoping tackles particular questions, 'Bakit List' of people who are saying that the government is not doing or has not done anything to solve and manage the Covid-19 crisis.



So, to those people who questions, complains and are asking and looking for the budget, here are the answers, straight from the government itself, with reference and links to prove their authenticity.

We are a freedom loving nation. We live in a democracy. We do not silence critics. We dismiss disinformation.

Unlike some, we do not threaten to sue rumor mongers. We are not snowflakes nor do we weaponize the law to silence dissent.

Allow me to tackle specific questions which some of our woke and pa-woke kababayans continue to use to mislead people.

This goes especially to those who insist that the Government is not doing anything.



1. BAKIT WALANG MASS TESTING?
- No other country in the world has done mass testing. We target testing those who are vulnerable, immunocompromised, the ones coming from overseas.
- Our testing capacity is already at 32,000 tests per day.
- As of June 21, we have conducted 594,499 tests already of which 6.9% were positive of COVID-19.
- 46 RT-PCR laboratories
- 17 licensed genexpert labs

2. BAKIT WALANG AYUDA ANG MGA TAO?
- The National Government has embarked on the biggest social financial aid program in history.
- DSWD: Social Amelioration Program
- DTI: Loans to MSMEs, moratorium on rentals
- DOLE: TUPAD and CAMP
- DOF: Small Business Wage Subsidy, moratorium on loan payments
- DA: Loans to agricultural sector

3. BAKIT GENERALS? BAKIT MILITAR AT HINDI MGA DOCTOR?
- The over-all policy making body is the Inter-Agency Task Force on Emerging Infectious Diseases. We all know this as the IATF.
- The IATF recommends policies for the approval of the President.
- The Chair of the IATF is the Secretary of Health, who happens to be a doctor!
- Upon policy approval of the President, the implementation is led by the National Task Force on COVID-19. We all know this as NTF.
- The Chair of the NTF is the Secretary of National Defense.
- The Chief Implementer is the Secretary for Peace Process, Reconciliation and Understanding.
- The Deputy Chief Implementer is the Presidential Adviser on Flagship Projects.
- Policy maker: Doctor.
- Implementers: Officials who happen to be former generals and mostly civilians who are experts in operations.

4. BAKIT SI SECRETARY CIMATU ANG PINADALA SA CEBU AT HINDI DOCTOR?
- The President assigned Secretary Cimatu to be the cabinet officer in charge in leading the implementation of the IATF policies in Cebu.
- The President ordered the Secretary to monitor and act on the situation, as an adjunct to the NTF.
- The NTF only implements the IATF policies.
- Again, the Chair of the IATF is the Secretary of Heath.
- The Secretary of Health is a doctor.
- In fact, the Secretary of Health is in Cebu with Secretary Cimatu along with Secretaries Año, Lorenzana and Galvez.

5. BAKIT DI NAG FLATTEN ANG CURVE KAHIT NAG ECQ AT GCQ?
- Flattening of the curve does not mean zero cases.
- It means the curve does not exponentially grow so that our medical facilities may cope with the situation.
- This rightfully happened. Our number of cases per day is steady, and not rising as fast as other countries in the Americas, Europe, Middle East and South Asia.
- As of June 20: Active Cases 20,600
- Recovered: 7,650
- Deaths: 1,150
- Philippine population is more than 100 million. Clearly, we are containing the contagion.



6. BAKIT WALANG PERSONAL PROTECTIVE GEAR ANG MEDICAL PROFESSIONALS?
Since March and as of June 20, the Philippine Government has procured and distributed the following:
- Coveralls: 1,685,661
- Face masks: 9,287,550
- Gowns: 1,644,123
- KN95 masks: 1,629,640
- N95 masks: 459,024
- Face shield: 1,107,011
- Gloves: 3,607,470
- Goggles: 940,623
- Non-invasive ventilators: 74
- Head caps: 1,744,855
- Thermal Scanners: 3,066
- Aprons: 742,600
- Sanitation tents: 10

7. BAKIT HINDI SAPAT ANG MEDICAL FACILITIES NATIN?
- Total bed capacity as of June 21: 13,108
- ICU beds: 1,298 (34% occupied)
- Isolation beds: 8,802 (37% occupied)
- Ward beds: 3,008 (35% occupied)
- Mechanical ventilators: 1,941 (19% occupied)
- Without the ECQ and GCQ, we may have overwhelmed our medical facilities. But as of now, we haven’t utilized half of our capacity.

8. BAKIT EDITED ANG MGA TELEVISED ADDRESS NI PRESIDENT DUTERTE? GANITO BA TALAGA?
- Edited because the recording is done during meetings. Not all will be for public consumption. And meetings usually last from 4 to 8 hours. Who would want to watch an 8-hour broadcast?
- Even in ASEAN and APEC summits, leaders multitask and broadcasts are done based on the recording of the meetings.

9. TOTOO BA NA ANG BALIK PROBINSYA ANG NAGDALA NG COVID SA PROBINSYA?
- Not true.
- The Balik Probinsya program of Senator Bong Go is a long term policy program. This is a program for ubran residents who wish to have a renewed life in the regions.
- It should not be mistaken for the Hatid Tulong program for locally stranded individuals or LSI. These are stranded OFWs, students, laborers, tourists and the like.
- Proper measures were undertaken to ensure the stop of spread of the virus. Prior to the LSI returning back to their provinces, they undertake tests and are given health, quarantine and police clearances.
- We still have 11,000 LSI in NCR right now who for the past 3 months have not seen their families and loved ones. We will finish the backlog by early July.

10. TOTOO BANG WALANG PLANO ANG GOBYERNO PARA SA COVID-19?
- The policies have been set in place by the IATF. The resolutions are readily available for public consumption.
- The Bayanihan To Heal As One Act was enacted.
- Largest and widest social safety net program.
- Early and continuous lockdowns.
- Restricted mobility.



11. BAKIT MAY IILAN NA ANG LIIT NG TINGIN SA ATING PAMAHALAAN?
- This is saddening. Some people tend to belittle our efforts, our policies, our concrete actions. They tend to find bad in every good that we do.
- They are Filipinos but they prefer to be politicking at this greatest challenge that the Philippines has ever faced.

12. BAKIT MAY IILAN NA NAGSASABI WALANG GINAGAWA ANG PCOO?
- They must hate us for refusing to see, listen and understand the many efforts of the Presidential Communications Operations Office under the leadership of Secretary Martin Marfori Andanar has done since the pandemic began.
- The daily Laging Handa PH Public Briefing is broadcast across all platforms: On air (both government and private media) and online.
- Almost daily broadcast of the Presidential Spokesperson briefings.
- Weekly broadcast of Presidential address.
- Daily virtual pressers

13. BAKIT TAYO PURO LOANS?
- We have not taken out any loans yet because of COVID-19.
- There is no other country in the world that is debt free. Economic powerhouses have debts which are bigger than their GDP.
- Our foreign loans are much smaller now compared to the time of President Aquino.
- Our China loans are minuscule compared to our loans from Japan, Korea and other institutions.
- Again, no country can survive without credit.

14. BAKIT 275 BILLION ANG NASA BAYANIHAN ACT?
- The 275 Billion budget is for the social amelioration, death benefits, hazard pay, and procurement of equipment needed in the fight against COVID-19.
- If you know your numbers, you know this is not enough.
- Again, the 275 Billion was sourced from the GAA, our own money. We have not taken out any loans.
